The proposed National High Speed Rail (HSR) network represents a long-term commitment by the Australian Government, with the High Speed Rail Authority (HSRA) established to lead planning, development, and construction. This proposal aims to support national and state priorities by delivering a sustainable transport service on the east coast of Australia, boosting housing supply and creating jobs.
The proposal aligns with the Infrastructure Policy Statement through its focus on productivity, liveability and Sustainability. It is also consistent with the National Urban Policy, which highlights the importance of providing affordable, connected and well located housing that prioritises access to public transport – providing connectivity to jobs, education and services.

This proposal will investigate future stages of the proposed National HSR, building on work underway on Stage 1 between Newcastle and Sydney.

This proposal has the potential to:
- Increase inter- and intra-state connectivity – establishing a high-speed, high capacity rail link between Australia’s three largest capitals would strengthen transport connectivity on the East Coast of Australia.
- Unlock population, economic and housing growth – improved transport accessibility and connectivity along the HSR corridor would support new housing and industry development opportunities.
- Boost productivity across a nationally significant economic corridor – improved connectivity and travel reliability would support the competitiveness of key industries and regional economies.
- Advance national Net Zero objectives – the provision of a sustainable, resilient transport alternative will reduce transport-related emissions along the East Coast.
- Improve network resilience and travel reliability – expanding high capacity public transport options would reduce reliance on the road and air travel and improve performance during peak periods.
