Expression of Interest – Infrastructure Assessment & Prioritisation

*By applying for this expression of interest you will be considered for any suitable current/future opportunities*

About Infrastructure Australia

Infrastructure Australia is the nation’s infrastructure advisor. We are an independent statutory body that advises the Commonwealth and other levels of government on nationally significant infrastructure needs.

We are passionate about driving change for sustainable, resilient and productive infrastructure that benefits Australians now and in the future. To accomplish this, we provide robust, evidence-based advice on infrastructure planning, decision-making, policy and priorities by being a collaborative and trusted advisor for infrastructure assets and services that deliver better access, quality and affordability.

About The Team

Our Infrastructure Assessment & Prioritisation team members are responsible for the development of the Infrastructure Priority List and the review and update of the Infrastructure Australia Assessment Framework.

The Priority List is an evidence-based pipeline of nationally significant infrastructure proposals that are seeking investment.  Our Assessment Framework, which provides guidance on infrastructure proposal development and our approach to assessment, has undergone a major refresh to reflect the latest thinking and best practice. It details a staged, evidence-based approach to ensure that rigorous planning and assessment underpins investment decisions.

Our soon-to-launch Assessment Framework will continue to analyse costs and benefits in proposal evaluations, but also recognises that project evaluation needs to consider the broader strategic and social benefits of infrastructure, including elements such as quality of life, sustainability, and resilience.

Over the coming years we will operationalise the new framework throughout the assessment process and improve its efficiency, and continue to partner with proponents to guide the development of their investment opportunities and advise the Commonwealth government on the best infrastructure proposals in the market.

About The Jobs

We are seeking enthusiastic and forward-thinking infrastructure professionals for a variety of levels including Director, Associate Director, Manager and Advisor who will assist us to:

  • Work collaboratively with stakeholders on developing the Priority List as a long-term pipeline of high-quality infrastructure proposals to guide government investment.
  • Engage with stakeholders (including Infrastructure Australia’s other work functions) on infrastructure development practices, emerging trends and policy issues.
  • Undertake research, develop new guidance and deliver training on best-practice approaches to infrastructure planning and appraisal.
  • Manage the procurement, engagement and ongoing relationships with specialist contractors

Qualifications

We are seeking a complementary mix of individuals that bring a range of capabilities and experience, including:

  • Tertiary qualifications in relevant disciplines (e.g. engineering, planning, economics, finance or commerce).
  • 3 - 20 years’ industry experience in infrastructure planning and decision-making, such as business case production, economic evaluation and/or development of investment decision-making guidelines.
  • Knowledge of infrastructure and associated policy issues in the sectors of transport, energy, water, telecommunications and/or social infrastructure
  • Public and/or private-sector backgrounds, with knowledge and experience of Commonwealth or state/territory government infrastructure decision-making processes/frameworks
  • Demonstrated competency using project appraisal tools including cost-benefit analysis and the assessment and consideration of wider infrastructure benefits.
  • Excellent verbal and written communication skills.
  • Experience with project management, conducting research and producing outputs to a publishable standard.
