ALIGNMENT TO NATIONAL PRIORITIES

The Melbourne Airport Rail proposal addresses challenges of connectivity, productivity, and resilience. The proposal responds to a need for improved airport access for one of Australia’s largest cities by providing a reliable, high-capacity link between Melbourne Airport and the metropolitan and regional rail network. The project complements the National Urban Policy by promoting sustainable growth and reducing congestion in major cities. It also aligns with both the Infrastructure Policy Statement and National Freight and Supply Chain Strategy, supporting efficient movement of high-value freight and improving access to international gateways. 

PROPOSAL DESCRIPTION  

The proposal involves constructing an integrated heavy rail link connecting Melbourne Airport to the Metro Tunnel and regional rail network, with new stations at Melbourne Airport and Keilor East and upgrades at Sunshine Station.  

INVESTMENT RECOMMENDATION

The Australian Government should note this proposal as a potential future investment opportunity within the 2-4 year pipeline to support full delivery of Melbourne Airport Rail. The Australian Government has committed $7 billion to Melbourne Airport Rail, including $2 billion for the Sunshine Superhub redevelopment.  

OPPORTUNITIES AND OUTCOMES  

The proposal has the potential to:  

  • Improve connectivity and reliability – rail connectivity to Melbourne Airport will reduce travel times and congestion on the Tullamarine Freeway, improving reliability for passengers and freight. It will also create future-ready network integration by linking with the planned Suburban Rail Loop (SRL). 
  • Enhance regional accessibility – airport rail will enable faster connections from Geelong, Ballarat, and Bendigo to Melbourne Airport.  
  • Support housing development and urban renewal opportunities – the Sunshine Superhub redevelopment and a new station at Keilor East will provide housing and commercial development opportunities for Melbourne’s inner north-west.  
NEXT STEPS

Proponent to progress delivery, with early works now complete and the first stage to commence at Sunshine. Proponent to consider approach to digital signalling to ensure compliance with European Train Control System (ETCS) standards where metropolitan networks interface with, or provide access to, the National Network for Interoperability.
