The proposal comprises the duplication of the remaining single-track section of the Port Botany Rail Line, and delivery of a new passing loop on the Southern Sydney Freight Line, to increase capacity, efficiency and reliability.

The business case was accepted for Infrastructure Australia's evaluation on 2nd August, 2019.

On 20 February 2020, the Port Botany Rail Line Duplication Project was added to the Infrastructure Priority List as a Priority Project.
