Existing access arrangements and growing demand on the Calder Freeway and Calder Park Drive intersection (CPDI) are contributing to safety risks and network inefficiencies. The proponent’s population forecasts, crash data and traffic analysis show increasing crash risk and congestion driven by population growth, constrained road capacity and U-turns on the freeway.
Strategic Fit
CPDI aligns with the Australian Government’s Infrastructure Policy Statement by improving accessibility and safety on the National Land Transport Network (NLTN) and supports housing objectives by improving connectivity between employment centres and housing in Melbourne’s growth areas. It supports Victorian Government priorities to upgrade outer suburban arterial roads and freight corridors, contributing to safer and more efficient roads.
Societal Impact
The project is expected to improve quality of life by providing direct and safer connections between Calder Park Drive and both sides of the Calder Freeway, improving user experience and journey reliability. However, its benefits are likely to be constrained over the longer term, with Victorian Government modelling indicating the Calder Freeway will reach capacity by 2036 without further investment.
Deliverability
Victorian Infrastructure Delivery Authority (VIDA) has demonstrated experience delivering similar upgrades, providing confidence that the project will be successfully delivered. The project is well advanced and is likely to be delivered within the proposed time, cost and scope. While some key delivery approvals remain outstanding, a well-defined approvals strategy is in place, and VIDA Roads is actively managing outstanding stakeholder concerns
