Problem

Murdoch Station is operating beyond capacity due to rapid growth in the Murdoch Specialised Activity Centre, resulting in access bottlenecks, overcrowding, constrained bus interchange capacity and full Park‑and‑Ride facilities. These constraints reduce public transport reliability, compromise passenger safety and amenity, and contribute to congestion on the Kwinana Freeway. 

Early-stage Proposal

Strategic Fit 

The proposal aligns with Australian and Western Australian Government objectives to improve productivity, liveability and sustainability by strengthening mass transit access and supporting planned transit‑oriented development. 

Societal impact 

Addressing station capacity and access constraints is expected to improve travel reliability and amenity, reduce congestion and emissions, and unlock high‑density housing development within the activity centre. 

Deliverability 

A range of well‑defined infrastructure interventions has been identified, and delivery risks are manageable given the Public Transport Authority’s experience, subject to effective coordination with interfacing developments. 

Next Steps

Proponent to develop potential investment options (Stage 2 of Infrastructure Australia’s Assessment Framework) and complete business case development (Stage 3 of the Framework). Infrastructure Australia recommends the options analysis and business case:   

  • demonstrates the proposal’s alignment and contribution to broader rail network productivity   
  • consider the potential for the proposal to address north-south connectivity and capacity needs in the future
  • analyse a range of value for money solutions that together will address the identified problems and realise the transit-oriented development opportunity
