The Mamre Road Precinct is rapidly transforming into a major freight and distribution hub, catalysed by its strategic location near the M4, M7, M12 motorways and Western Sydney International Airport (WSI). The 850-hectare precinct is projected to support over 17,000 jobs and 99,000 daily vehicle trips once fully developed.
The current two-lane Mamre Road is inadequate for this growth, requiring an upgrade to address safety, freight efficiency, and public transport integration. Transport for NSW (TfNSW) reports this infrastructure is critical to unlocking 700 hectares of industrial land, alleviating Sydney’s industrial land shortage, and avoiding economic losses from delayed development.
Strategic Fit
The business case does not consider alignment to Australian Government policies and plans. However, we consider that the project supports some of the objectives of the Australian Government’s Infrastructure Policy Statement by contributing to transport productivity.
The project aligns with key NSW and local government strategies, including the NSW State Infrastructure Strategy 2022–2042, NSW Future Transport Strategy, and regional plans such as the Western Parkland City Blueprint. The Western Sydney Transport Infrastructure Panel identified it as a high-priority project in 2023.
The road upgrade is expected to enhance the quality of life for residents and commuters by improving traffic flow, safety, and access to services, while supporting future housing growth. It will improve freight efficiency to reduce environmental impacts and create economic benefits by improving access to jobs.
Deliverability
The project includes futureproofing measures such as property acquisition, utility placement, and partial construction to the six-lane configuration. Excluding a bridge over the proposed Western Sydney Freight Line (WSFL) is appropriate given its early planning stage, but forward planning should minimise future rework at the WSFL interface.
TfNSW is well-equipped to deliver the project, with a track record of delivering similar projects.
Infrastructure Australia supports delivery of Mamre Road Upgrade Stage 2 to enhance transport capacity and connectivity and support the development of the Mamre Road Precinct2 in Western Sydney.
• We recommend the NSW Government immediately update the Australian Government on the changes to the scope of work defined at the time of the funding commitment, allocation of residual funding and define the expected cost of future work to deliver the committed six lane configuration.
• We recommend risks associated with sourcing construction fill material are included by NSW Government in the project’s risk register and cost estimate contingency.
