Problem

Key arterial roads surrounding the Aerotropolis do not have sufficient capacity to accommodate future transport demands.  The traffic volume on Elizabeth Drive is forecast to double by 2040.   

Strategic Fit 

The business case provides limited consideration of alignment to Australian Government policies and plans, such as the National Road Safety Strategy. However, we consider that the proposal supports some of the objectives of the Australian Government’s Infrastructure Policy Statement by contributing to more productive infrastructure outcomes. Alignment to Australian Government infrastructure resilience and sustainability objectives would be strengthened by better strategic planning for public transport alternatives. 

Societal Impact

The road upgrade is expected to enhance the quality of life for residents, commuters and businesses by improving traffic flow, safety, and access to services, while supporting future growth. 

Productivity benefits are expected from reduced travel times and reduced vehicle operating costs. The resilience of the road is also significantly improved, with the road design allowing for one lane in each direction during a 1% AEP flooding event. 

Deliverability 

Deliverability risks have been minimised, with a 100% concept design completed on the priority package.  Some uncertainties remain regarding project integration, funding, property acquisition risks and utility services. 

Next Steps

Infrastructure Australia supports delivery of the Elizabeth Drive East Priority Package (Devonshire Road East towards Badgerys Creek Road).  

We recommend the NSW Government completes further integrated strategic planning for the sections of the Elizabeth Drive East and West Upgrade that are not included in the priority package to provide more certainty on costs and ensure the scope and delivery timing aligns with future needs. We recommend this planning is completed by mid-2026 so any design changes to improve flood resilience or public transport can be incorporated into the priority package prior to its delivery. 

We recommend the NSW Government proceeds with property acquisition as funding becomes available to preserve the corridor, to minimise cost escalation and the need for temporary utility relocations.
