The Western Harbour Tunnel proposal involves the construction of a motorway crossing underneath Sydney Harbour, connecting WestConnex with the Warringah Freeway.
The business case is to upgrade the Prospect Highway between Reservoir Road at Prospect and 200 metres north of St Martins Crescent, Blacktown (approximately 3.6 kilometres).
The proposal comprises the duplication of the remaining single-track section of the Port Botany Rail Line, and delivery of a new passing loop on the Southern Sydney Freight Line, to increase capacity, efficiency and reliability.
