The project will provide the necessary infrastructure to support the transformation of Brisbane into Australia's third internationally competitive city and support critical freight networks. An updated capital cost of $4,445 million was announced publicly by the Queensland Government in late June 2012. This assessment brief outlines the Western Australian Government's proposal to build approximately 1.8 kilometres of dual carriageway and undertake a major intersection reconfiguration along the Leach Highway (High Street) in East Fremantle between Carrington Street and the Stirling Highway.
